Campaign report (single campaign, user-centric)

Returns a user-centric campaign report. Each subject appears once with ALL their groups (campaign and non-campaign) nested inside. Non-campaign groups are included because reviewers with campaign scope may submit decisions on them.

effectiveDecision per group is populated only when quorum is reached (Decision.Status=COMPLETED). reviewers[] shows all submitted votes even before quorum (partial progress visibility). Users who were never reviewed still appear with reviewStatus: NOT_STARTED.

The campaignIds field in the body is ignored — the campaign is always identified by the path. All other ReportFilter fields apply as post-filters on the user list.

Roles: CAMPAIGN_ADMIN/CAMPAIGN_MANAGER, CAMPAIGN_READ/CAMPAIGN_VIEWER. Scope: cidaas:campaign_read.
