Get campaign by ID
GET/recertification/campaigns/:campaignID
Returns full campaign details including enriched metrics (totalUsersAcrossGroups,
totalUsersReviewedAcrossGroups, per-group counts).
Roles: any recertification role, or cidaas:campaign_read scope.
Access scoping: management roles and scope-based callers are unrestricted.
All other authenticated users may only fetch campaigns where their sub appears in
groups[].reviewers; any other campaign ID returns 403 Forbidden.
Returns 404 when campaign does not exist.
