Create a campaign

POST /recertification/campaigns

Creates a new recertification campaign.

Roles: CAMPAIGN_ADMIN/CAMPAIGN_MANAGER or CAMPAIGN_CREATE. Scope: cidaas:campaign_write.

Business rules:

id, status, completedBy, createdTime, and updatedTime are server-controlled; any values supplied by the client are silently ignored.
Server always assigns a UUID id and forces status=PLANNED.
strategy must be PARALLEL_ONE or PARALLEL_ALL.
At least one groups entry; every entry must have a non-empty groupId and reviewers.
Each reviewer sub must exist and be active. No role or group membership required.
timeFrame.from must be ≥ server's current time; to must be after from.
Server sets createdBy.sub from token and locale from request headers.
Schedules start task (fires IN_PROGRESS at from) and end task (fires COMPLETED at to).

Emits fact event RECERTIFICATION_CAMPAIGN_CREATED.
