Create a pluggable verification method

/verification-actions-srv/config

Registers a client-owned pluggable verification method.

Required body fields: verificationType, url, auth_type, cidaasAuthDetails.client_id. Set prerequisite to NONE when users do not enroll the method before initiation.

JSON field names for AMR / ACR metadata are amr_values and acr_pin (not amr / acr).

Scope: cidaas:verification_write plus an allowed CIDAAS_ADMINS role for settings create.
