Update Communication Medium During Verification

/useractions-srv/communication/medium/track/:trackId

Allows users to update their communication medium (email or mobile number) during registration or login verification when incorrect contact information was entered. The system cancels ongoing verification attempts for the old medium and initiates a new verification flow with the updated information.

Rate limiting prevents abuse (maximum 3 changes per session).
