Change communication medium by admin

This API call changes user communication medium status (email or mobile number) between verified and unverified.

Required scopes: cidaas:userupdate, cidaas:users_write

Roles required: SECONDARY_ADMIN, USER_CREATE, or GROUP_ADMIN

GROUP_ADMIN: updating user must be a GROUP_ADMIN of the group the user belongs to
