Get public fields for registration

GET 
/user-srv/public/fields

Canonical public registration field schema for the app context bound to requestId (from a preceding authorize request). No access token is required.

Prefer this path for new integrations. Full contract, examples, and related admin field setup operations live in the Field Settings API.

Locale selection order: ui_locales query parameter, then the Accept-Language request header, then the tenant default locale. Consent datatype fields are excluded.
