Bootstrap Discovery data sources

/policy-management-srv/admin/datasources/bootstrap-discovery

Creates sample Discovery data sources (sample-subject, sample-resource, sample-action) pointing at POST /policy-management-srv/authzen/discovery/graphql. Use this only to experiment without your own GraphQL catalog. Production tenants should create a Discovery data source with their own communicationEP. Skips keys that already exist.
