Invalidate simulation cache

/policy-decision-srv/access/v1/simulation/cache/invalidate

Optional. Flushes simulation evaluators for the tenant. That cache auto-refreshes about every 10 seconds. Live cache is unchanged. SearchConfig and Discovery still follow the live cache — use invalidate-policy-cache if you need those immediately.
