Simulate access evaluation

/policy-decision-srv/access/v1/simulation/evaluation

Evaluates a single request against the simulation policy channel (pinned simulationVersionId or working copy). Responses include simulation: true, meta, and optional diff versus the live baseline (options.compare_baseline, default true). The X-AuthZen-Simulation: true header is set.
