Invalidate policy cache

/policy-decision-srv/access/v1/cache/invalidate

Optional. The live cache auto-refreshes about every 10 seconds (evaluators, PIP, Discovery registrations, and SearchConfig). Call this only when you need those changes on the next request. Simulation evaluators are a separate cache — use simulate-invalidate-policy-cache. Requires cidaas:authzen_evaluate. Tokens that still include deprecated cidaas:authzen_management are accepted until that scope is removed; migrate to cidaas:authzen_evaluate.
