AuthZEN configuration discovery

/policy-decision-srv/.well-known/authzen-configuration

Returns PDP endpoint URLs for live and simulation AuthZEN clients. Live explain (POST /policy-decision-srv/access/v1/explain) is not included in this document; only simulation_explain_endpoint is advertised. This discovery endpoint does not require authentication. Call authenticated APIs using the /policy-decision-srv/... paths in this OpenAPI. Discovery *_endpoint values may omit the /policy-decision-srv prefix on some deployments; calling those bare /access/v1/... URLs can return 404. Prefer the documented OpenAPI paths (and the examples below) over copying discovery URLs verbatim until discovery returns the service prefix.
