Get public fields for registration

GET 
/user-srv/public/fields

Returns the registration field schema for the app context bound to requestId (from a preceding authorize request). No access token is required.

The response includes only fields the end user may see: disabled and internal fields are omitted. Allowed and required flags follow the app's user setup configuration.

Locale selection order: ui_locales query parameter, then the Accept-Language request header, then the tenant default locale.

Consent datatype fields are excluded from this payload. Use Consent Management APIs for consent content.
