Blocking Settings and Brute Force Prevention

Updates blocking lists and the repeated-login blocking mechanism (brute-force prevention).
Send only the fields you want to change. Unknown property names are ignored.
At least one of blockingSetting or repeatedLoginBlockingMechanism must be present;
an empty body returns 400.
Successful responses use the standard cidaas envelope (success, status, data).
