Create a federation provider configuration
POST/federation/providers
Creates a new enterprise federation provider configuration. Use the same ProviderConfig shape as /providers-srv/providers (standard_type plus the matching oauth2, saml, or ldap sub-document).
On success the service returns HTTP 201 with the created configuration. Duplicate provider_name returns HTTP 409 (code P10001).
Requires cidaas:providers_write. Available on cidaas 4.0 and later.

Provider created successfully
Bad request. Parse/filter failures use the standard error envelope.
Field validation failures also include an errors array (see ProviderConfigValidationErrorResponse) with code P10003.
Provider configuration with the same provider_name already exists (code P10001)
