Invalidate policy cache

POST 
/policy-decision-srv/access/v1/cache/invalidate

Clears the PDP's cached policy evaluators, PIP, and discovery data for the tenant so the next evaluation reloads the latest policies from policy-management-srv. Call this after creating or updating policies to apply changes immediately instead of waiting for the cache TTL to expire.
