Create User Authorization Template

Creates a new User Authorization Template (UAT) for managing user group assignments and authorization workflows. UATs define approval sequences, approvers, and templates for user group management operations.

Access: User tokens require scope cidaas:userauth_mgmt and role AUTHTEMPLATE_ADMIN_GROUPMAP on a group with groupType CIDAAS_USERGROUP_TYPE or CIDAAS_ENT_USERGROUP_TYPE. Client-credential (anonymous) tokens require cidaas:userauth_mgmt and cidaas:userauth_template_write.

Note: groupType values in requestor/approver/designated groupFilters (for example ADMIN_GROUP) are business filters and are unrelated to where the template-admin role may be assigned.
